The Chambers of Commerce and Industry are institutions representing the general interests of the sectors of industry, commerce and services in their respective territorial constituencies with the public authorities.

The chambers assume a representative, advisory, administrative and economic expansion mission at the level of their territorial constituency.
As part of the representative and advisory mission, the chambers are responsible in particular for:
– To provide the public authorities, at their request or on their own initiative, with information, opinions and suggestions on issues that directly or indirectly concern the commercial, industrial or service activities of their constituency.

– To present their points of view on the means of developing economic activity and increasing the prosperity of commerce, industry and services in their constituency.

– To submit to the public authorities in relation with the Algerian Chamber of Commerce and Industry all recommendations, proposals and suggestions on desirable changes in terms of commercial, industrial, tax and customs legislation and regulations in particular.
– To ensure the representation of their affiliates with the public authorities and to appoint representatives to local consultation and consultation bodies.
Under the administrative mission and economic expansion, the chambers are responsible in particular at the level of their territorial district:
 
– To participate on its initiative, or in relation with the Algerian Chamber of Commerce and Industry, in national and international economic events.

– To undertake any action aimed at the promotion and development of the sectors of industry, trade and services.

– To provide all advice and assistance to their affiliates in their fields of activity and in their relations with their national and foreign partners and, if necessary, inform “the Algerian Chamber of Commerce and Industry”.

– To provide all information and data requested by national and foreign investment promoters.

– To initiate, on its initiative or in relation with the Algerian Chamber of Commerce and Industry, any action of promotion and support for the benefit of economic operators in terms of export.

– To issue, endorse or certify in accordance with the laws and regulations in force, any document, certificate or form presented or requested by economic agents in the context of their professional activities.

– To organize all economic events such as fairs, exhibitions and seminars, in particular aimed at the promotion and development of industrial, commercial or service activities.

– To edit and distribute any document, review, periodical relating to its purpose.
– To participate in the initiatives of representative bodies pursuing the same objectives.

– To undertake training, improvement and retraining actions. The diploma courses of the Chambers of Commerce and Industry will be the subject of a joint decree of the Minister in charge of Commerce and the Ministers concerned.

– To intervene in the field of land use planning and commercial urban planning.

– To establish relations and to conclude agreements of cooperation and mutual exchanges with foreign counterpart or similar organizations, after agreement of the Algerian Chamber of Commerce and Industry.

– To join regional or international organizations of the same nature or pursuing the same objectives.
In addition, rooms can:

– Open offices or branches in the localities of their territorial constituency.
– Be declared concessionaires of public services.
 In this case, the concession is established on the basis of specifications taken in the required regulatory form.
– Founding, administering or managing establishments for use in trade, industry and services such as training and further training schools, establishments for the promotion and assistance of businesses, establishments supporting these activities and commercial and industrial infrastructure: General stores, transit areas and industrial areas in particular . (art.6)  
 In addition to the missions listed in article 6 above, the chamber may create a conciliation and arbitration institution with a view to intervening, at the request of operators, in the settlement of their national commercial disputes (art.7 ).
The CCIs are public establishments placed under the supervision of the ministry in charge of trade, endowed with legal personality and financial autonomy.
 
The Interministerial Order (trade and finance ministries) of January 16, 2011 setting the general clauses defines the public service charges and constraints assigned to the chambers of commerce and industry:
Constitute public service obligations placed at the expense of the chambers of commerce and industry, by the public authorities, actions relating to the field of animation, popularization and promotion of domestic and foreign trade activities, investment promotion, and quality, which do not come under the commercial services provided by these institutions.
 
– Within this framework, the chambers of commerce and industry are responsible, at the request of the public authorities, at the level of their constituency.

– To guide and assist Algerian economic operators in their task of market prospecting;

– To organize consultation on all questions concerning the development of economic, industrial, commercial and service activities;

– Disseminate and popularize texts of a legislative and regulatory nature relating in particular to the economic, industrial and commercial fields;

– To organize the collection, exploitation and dissemination of information on export opportunities;

– To carry out any study and analysis on the rules to be established for the promotion of national production;

– To undertake teaching, training, improvement and retraining actions for the benefit of the personnel of economic enterprises;
