ITSO was founded in 1867 by Mutasarrif Sevket Bey. Between 1867 and 1868, Şevket Bey, who served as Governor of Isparta, led the establishment of the Chamber of Commerce. In 1867, Çallızade Hacı Mehmet Efendi was appointed as the President of the Chamber of Commerce. Vanlızade Hacı Ahmet Bey, Yunuszade Fevzi Bey and Bakkalzade Hacı İbrahim Efendi from the merchant and two Greek and one Armenian representative were appointed to the Chamber Assembly which consisted of six persons. With a regulation published in 1911, Isparta Chamber of Commerce and Industry gained legal identity.
