Indiana Chamber Scores Legislators on 2025 Voting Records, Names Champion Lawmakers

Two northeast Indiana lawmakers are among those singled out in an Indiana Chamber of Commerce scorecard for promoting legislation favorable to businesses.

The state chamber report lists Rep. Martin Carbaugh, R-Fort Wayne, and Rep. Craig Snow, R-Warsaw, as Small Business Champions. The other lawmaker in that category is Rep. Chris Jeter, R-Fishers.

The chamber said it released its 41st annual report scoring state legislators on how they voted on important business legislation in the recent General Assembly session.

More than 50 lawmakers earned a perfect mark in the Legislator Scorecard, but the rankings varied widely. Some lawmakers scored as low as 8%, according to a news release.

Bills used in the Legislator Scorecard can be traced back to the Indiana Chamber’s economic vision plan for the state, Indiana Prosperity 2035, and its six focus areas and related goals. Lawmakers were scored on legislation including child care, economic development, education, energy, healthcare, public finance/taxation and road funding

“The Legislator Scorecard is a critical measure to track lawmakers’ commitment to keeping our state among the nation’s best for doing business – which also leads to increased economic growth and job opportunities,” said Vanessa Green Sinders, president and CEO of the state chamber.

“The legislation that factored into the 2025 rankings was especially important in creating a more attractive tax climate, building our talent pipeline and maintaining needed road infrastructure,” she said.

Along with the Small Business Champion designations, the chamber selected some lawmakers as an Indiana Chamber Legislative Champion or Champion Freshman Legislator.

Rep. Jim Pressel, R-Rolling Prairie, and Rep. Jake Teshka, R-North Liberty, were declared Legislative Champions for their respective work on pro-business legislation in 2025, particularly on the topics of road funding and taxation, respectively, a news release said.

The Indiana Chamber also honored Rep. Wendy Dant Chesser, D-Jeffersonville, and Rep. Danny Lopez, R-Carmel, as Champion Freshman Legislators. Those designations were based on their action on boosting entrepreneurship and economic development, the release said.
